Short answer
Nursing is a regulated profession in Germany. The state competent authority reviews overseas nursing qualifications and professional practice permissions; a general university anabin listing is not a nursing practice licence.

Who decides
The competent recognition and licensing authority for the intended German federal state makes the professional equivalence and practice permission decision.

When this applies
Professional nursing requires recognition or permission to practise. If substantial training differences are found, the competent authority may specify compensation measures such as adaptation training or a knowledge examination. Additional practice-permit and German language conditions are separate.

Which document
The qualification, training and practice records, translations and further supporting materials specified by the competent federal-state nursing recognition authority, with any required language and aptitude evidence for a practice permit.

Avoid the wrong purchase
Do not confuse a university's anabin status or ZAB academic statement with a regulated nursing occupation's professional recognition notice and permission to practise.

What this does not do
The competent body and documents depend on federal state, nursing role and applicant conditions. This page is not a complete state-by-state authority map or an immigration determination.

Professional recognition and academic degree comparison are distinct
Federal guidance identifies professional nursing among regulated occupations requiring appropriate recognition or permission to practise. For non-regulated university careers, anabin or a ZAB Statement can be a different academic evidence route; it is not itself the right to practise as a nurse.

When substantial differences are found
The competent state authority assesses the overseas training against the German reference occupation. Federal guidance says that substantial differences in regulated professions may lead to prescribed adaptation or examination measures, and that the separate criteria for a licence to practise are then assessed.

DiploWay state and training mapping
Write down the exact nursing role, the intended Bundesland, and the official competent authority found through the Recognition Finder.
Keep general academic degree comparisons, professional qualification equivalence, language checks and actual permission to practise separate.
If a comparison notice identifies training differences, ask the competent authority what measures apply rather than paying for an unrelated educational report.
