Short answer
New York's Office of the Professions evaluates medical education and physician licence requirements. FCVS verifies records for certain non-accredited programme graduates; ECFMG certification has its own distinct role.

Who decides
New York State Education Department (NYSED) makes the licence and education determination, while FCVS independently authenticates core records.

When this applies
Graduates of programmes not NYS-registered or accredited by LCME, AOA or CACMS must use FCVS for education verification. ECFMG certification, clinical rotations, postgraduate training and required tests differ by education and licence route.

Which document
NYSED-prescribed medical degree and transcript authentication through FCVS where required, ECFMG certification where applicable, and separately required clerkship, postgraduate and examination records.

Avoid the wrong purchase
FCVS authenticates records but does not decide whether your medical education qualifies for a New York licence. Do not substitute a generic academic report for New York's named physician verification.

What this does not do
Only physician licensure in New York, not other U.S. state boards, specialist recognition, admission to residency or personal immigration eligibility.

Your next official step
Determine the medical programme's accreditation category from the NYSED physician guidance, then follow its particular FCVS/ECFMG and clerkship documentation instructions.

FCVS verification is not a professional licence
NYSED says the Federation Credentials Verification Service is required for graduates of specified non-accredited/non-registered programmes and explicitly states that the service authenticates educational records rather than judging their acceptability. NYSED subsequently evaluates the education. Other graduates may have different document submission options.

Medical education, certification and clerkship evidence can diverge
NYSED distinguishes ECFMG certification and particular school accreditation routes, plus additional clinical clerkships abroad and postgraduate experience. Certain rotations need direct records from both the medical school and hospital; FCVS does not collect all rotation documentation.
