Short answer
For U.S. immigration-related diploma evidence, requirements depend on the named petition. The H-1B specialty-occupation regulation gives specific foreign-degree equivalence and other qualification pathways; it does not impose one paid report on all immigration cases.

Who decides
USCIS determines the relevant petition or benefit, and an immigration officer or consular authority handles its legally assigned decision; a credential evaluator cannot grant immigration status.

Check this before paying
For an identified H-1B petition, read the current 8 CFR §214.2(h)(4)(iii)(C)–(D) qualification provisions; check the separate official rules for any other named benefit.

When this applies
The H-1B rule describes a qualifying U.S. degree, foreign-equivalent degree, qualifying state licence, or specified equivalent education, training and/or experience. Under the experience/equivalence paragraph it lists several evidence options including reliable credential evaluation services.

Which document
The academic degree and transcript, plus particular equivalence or experience evidence requested for the actual petition. A specialist evaluation may be one evidence method under H-1B; it is not an automatic proof of eligibility.

Avoid the wrong purchase
Do not buy a purported universal U.S. immigration equivalency certificate or use an H-1B report for an unrelated visa. Neither a private report nor a degree itself guarantees immigration permission.

What this does not do
H-1B evidentiary illustration only: not all visa classes, personal eligibility advice, a legal filing guide, or professional licensing authorization. Recheck the changing rules before filing.

Your next official step
Confirm the exact petition with the receiving official requirements; if it concerns H-1B qualifications, consult the applicable eCFR subsection and current USCIS instructions.

The H-1B regulation has several qualification pathways
8 CFR §214.2(h)(4)(iii)(C) distinguishes a U.S. specialty-related degree, a foreign equivalent, an unrestricted professional state licence, and certain equivalent specialized education or experience. No part of this H-1B passage establishes a mandatory commercial product for every U.S. immigration benefit.

Evaluation is an evidence method, not an immigration decision
Section (h)(4)(iii)(D) lists methods for demonstrating education and work-experience equivalence, including an evaluation by a reliable specialized foreign-credential service under (D)(3). Whether that evidence is appropriate depends on the actual qualification route and adjudicating authority.

Only once the actual immigration benefit has been identified, write down the controlling regulation and recipient's specific qualification evidence.
