Short answer
Ask the institution which records it assesses and whether an external report is needed.

When this applies
Institutions use their own assessment systems. An external assessment can support that process where the recipient needs it.

Which document
The requested academic records, translations and, only where accepted and requested, an external assessment.

Avoid the wrong purchase
Do not order a general-purpose report without confirming the recipient’s acceptance; it remains advisory.

What this does not do
An external report does not guarantee admission or professional registration.

What the institution is deciding
CICIC separates document authenticity, comparison with Canadian credentials and possible transfer credit. The institution may need degree certificates, transcripts and course outlines. Recognition for admission is its decision; a report from another organization does not make the offer.
EduCanada notes that a college or university may assess credentials itself or use an assessment service. English or French translations may be requested, but the institution’s own instructions determine the actual list.

UBC Vancouver graduate example: first upload, then official delivery
For UBC Vancouver graduate admissions, the initial application uses self-uploaded scans or digital copies of official transcripts. International documents outside English need the original-language copy and a certified literal English translation.
After an offer, UBC posts the required official transcripts in the applicant portal. Sealed, institution-endorsed records or secure electronic delivery are used at this stage. Do not send official transcripts before an offer unless the graduate programme gives special instructions. A secure e-transcript is a link to the secure record, not an email attachment.
This is a graduate-admissions example, not UBC undergraduate policy or a rule for every Canadian institution. Read the current programme instructions rather than treating “official transcript” as one delivery method at every stage.

DiploWay preparation: separate the record from the report
Make two lines in your worksheet: what the institution wants from the awarding school, and what it wants from an external evaluator, if anything. Record the application stage and sender for each. This avoids paying for a report when the unresolved task is obtaining an official transcript.
