Short answer
A credential evaluation can be required for a particular Dutch residence route, but it is not a universal immigration document.

Who decides
The Dutch Immigration and Naturalisation Service (IND) decides residence applications; Nuffic evaluates foreign diplomas where that route specifies it.

Check this before paying
Identify the exact IND residence category before paying for a diploma evaluation; the European Blue Card and orientation-year pages state different education conditions.

When this applies
IND's diploma-based European Blue Card alternative requires foreign-diploma evaluation by Nuffic, whereas a separate relevant-experience alternative exists. IND's orientation-year route for qualifying foreign diplomas also specifies Nuffic evaluation, with an accredited Flanders programme exception.

Which document
Nuffic evaluation of a foreign diploma only where the selected IND route and the person's applicable conditions actually call for it.

Avoid the wrong purchase
Do not buy an IDW or other generic credential report and assume it replaces a route-specific IND/Nuffic requirement; confirm the named evaluator and exemption first.

What this does not do
This card distinguishes two official IND route examples; it is not a full Dutch residence-category inventory, visa suitability test, or permission to work.

Your next official step
Read the official IND document requirement for the already identified residence category and clarify how any Nuffic evaluation must be provided.

A Blue Card education route is not every immigration route
The IND describes a diploma-based European Blue Card option for which Nuffic must evaluate a foreign higher-education diploma. The same page also describes a separate relevant-professional-experience option. Neither pathway alone establishes requirements for other residence permits.

Orientation-year proof has its own exceptions
IND's orientation-year guidance distinguishes foreign-degree conditions and Nuffic evaluation. Its stated exception concerns diplomas from accredited higher-education programmes in Flanders that appear in the relevant register. It must not be extended to every qualification issued in Belgium.
DiploWay preparation checklist
Record the exact named IND permit category before determining whether a credential evaluation is relevant. Keep the decision on residence separate from the academic evaluation of the degree.
Where a page names Nuffic, check how the evaluation is requested and submitted. Do not treat a university admission comparison or professional licence as an interchangeable residence document.
